As lunar exploration accelerates, communications infrastructure is becoming as critical as the missions themselves. This report is among the first to set out, in practical detail, what a robust regulatory framework for lunar communications should look like, examining the spectrum management, international coordination, and licensing systems that will underpin a sustainable lunar economy. With the international community preparing for WRC-27, the opportunity to shape how spectrum is governed on and around the Moon is available now, but it will not remain open for long. The decisions taken over the next few years will establish the operating norms for decades to come.
