David is an expert in business case development, the analysis of the socio-economic benefits associated with digital infrastructure and services, and the development of public policy. His previous assignments include leading the UK Broadband Impact Study for DCMS, and an assessment of the economic benefits of improved mobile coverage and performance for the Scottish Government.

He brings over 25 years’ experience in the digital arena. He started his career at BT, progressing from research engineer to product manager to corporate strategist. Moving into consultancy, he was a Senior Consultant in Analysys’s wireless group, and then a Director at SQW, a leading socio-economic development consultancy where he led the digital policy practice for 13 years.
