
Moray Rumney
BSc Wireless Technology ExpertMoray’s career since 1984 has been in RF Test & Measurement for Hewlett-Packard and its spin off companies Agilent Technologies (1999) and Keysight Technologies (2014). Since 1991 he has specialised in telecommunications standards and in the architecture, specification and design of base station emulators used in the design, conformance test and manufacture of mobile phones.
Moray has worked on all the major standards: GSM, GPRS, EDGE, UMTS, HSDPA/HSUPA (HSPA), LTE and now 5G New Radio (NR). He also has a working knowledge of 802.11/16 and IS-95/CDMA2000 physical layer designs including power control. Between 1990 and 2010, he was a major technical contributor to the 3GPP standards as well as frequent host of 3GPP and CTIA committee meetings at company offices around the world. In 2009 he was the technical editor and primary author of one of the first text books on 4G titled, LTE and the Evolution to 4G Wireless.
Moray currently represents Keysight Technologies at 3GPP’s highest radio committee, RAN Plenary, and is a visiting industrial fellow at the University of Bristol where he mentors PhD students developing new mobile phone test methods. Since forming his own company he is now providing expert witness services for major telecom clients.
