MA (Oxon) Economic AdvisorRichard was formerly with Perspective Associates and with the UK communications regulator, Ofcom. At Perspective, Richard played pivotal roles in two major spectrum projects. He acted as Kip Meek’s deputy throughout his tenure as the UK government’s Independent Spectrum Broker.
Richard led the economic analysis and was architect of the major mechanisms used to ensure a mutually acceptable outcome in these complex negotiations, while also assisting Kip in all discussions with stakeholders. The study was commissioned by Microsoft, and influenced thinking in regulatory, policy and commercial circles. Richard was previously a senior associate economist and modeler at Ofcom, where he had deep involvements with a wide range of projects. Richard was lead economist on the UK’s ‘digital dividend’ project, where he worked on complex auction design and comprehensive economic value assessment.
